SIM Cards and Mobile Internet in Oman
A mobile connection is one of the first practical needs after arriving in Oman. Residents and visitors can choose prepaid, postpaid, physical SIM and eSIM products from the country’s mobile operators, but identity checks, plan validity and activation routes are not identical. This guide explains the current choices without naming a “best” provider: the right option depends on the signal where you actually live and work, your phone, data use, international calls, roaming needs and preferred billing arrangement.

TRA statistics also report subscriptions for FRiENDi mobile and Renna Mobile, which operate as mobile resellers/service providers rather than owners of a separate nationwide radio network. Take the original identity document accepted for the chosen product: residents commonly use a Civil/Resident ID, while tourist products use a passport; some specific journeys also accept a GCC national ID. Mobile operators in Oman
Omantel, Ooredoo and Vodafone are the three mobile network operators presented on TRA’s coverage-comparison service. Omantel and Ooredoo have long-established mobile operations, while Oman Future Telecommunications Company holds the licence under which Vodafone Oman operates. All three offer consumer prepaid and postpaid services and advertise physical-SIM and eSIM routes.
TRA’s current open-data description names Omantel, Ooredoo, Vodafone, Renna and FRiENDi among providers whose mobile subscriptions are reported. Renna and FRiENDi should be described separately as reseller/MVNO-style service providers, not as owners of their own national radio networks. TRA licensing records can change and additional resale permissions may exist; therefore, verify that any provider has a live consumer offer before paying.

Official market check: TRA’s mobile coverage map compares Omantel, Ooredoo and Vodafone by location and technology. TRA open data separately lists mobile subscriptions attributed to Omantel, Ooredoo, Renna, FRiENDi and Vodafone. This distinction is why the reseller brands are not called network owners here.
Which provider should you choose?
There is no reliable nationwide “winner” for every user. A plan that works well beside a Muscat office may perform differently inside a concrete apartment, on a rural road or in another governorate. Start with the places that matter: home, workplace, school, commute and regular weekend destinations. Then compare the live package rules, not only the headline allowance.
Consider whether you need prepaid flexibility or a postpaid bill, large local data, international minutes to specific countries, GCC or worldwide roaming, hotspot use, an eSIM, dual-SIM support or a short visitor line. Ask people in the same building about indoor reception and, if possible, test a prepaid line before accepting a longer commitment. A promotional price alone is a weak reason to switch. How to check 4G and 5G coverage
Open the TRA Service Coverage map, search or move to the precise location and compare the available mobile operators and technologies. Repeat the check for home, work and the route between them. The map is a planning aid, not a guarantee of service at every point inside a building.
Real reception and speed can change with building materials, floor level, distance from the site, terrain, signal strength, network congestion and the phone’s supported bands. A 5G coverage layer does not promise identical speed in every street or room. Likewise, an operator’s advertised maximum is not a guaranteed real-world result. If indoor service is essential, test the handset in the actual room and at the times you normally use it.
Prepaid or postpaid?

Prepaid does not mean that every plan has no conditions, and postpaid does not mean that every provider imposes the same contract. Package duration, renewal, fair-use limits and cancellation terms are product-specific. Read the current summary and agreement before accepting the line.
SIM cards for residents
A resident should expect the provider to verify identity and register the subscription to the account holder. Current operator journeys commonly use a Civil ID or Resident Card, while a passport may apply in specified circumstances. Vodafone’s published customer information, for example, distinguishes National ID, Resident ID and passport for non-residents; Ooredoo’s online activation accepts the document type tied to the order and instructs tourist-SIM buyers to use a passport.
Do not treat one provider’s form as a universal Oman rule. Bring the original current document when visiting a store. If online eKYC fails because of lighting, document capture or data mismatch, the provider may require an in-person visit with the original ID. Tourist and visitor SIMs
Omantel, Ooredoo and Vodafone market products for visitors. Availability at the airport is convenient, but airport stock and opening times should not be assumed. Official stores, authorised partners and digital/eSIM channels may also be available. Use only official channels and confirm whether the chosen plan includes local data, domestic calls, international minutes, SMS or roaming.
Omantel says a tourist SIM can be obtained at an Omantel outlet or partner with a valid passport, and its tourist eSIM journey accepts a passport or GCC National ID. Its current tourist terms say the line is valid for 30 days from activation, while the example bundles shown on the live page have their own shorter package validity and are for local use without roaming. These are distinct clocks.
Ooredoo offers Tourist eSIM as well as a physical option. Its online SIM-activation page says to use a passport number for a Tourist SIM, while Civil/Resident ID applies to the associated non-tourist order types. If eKYC cannot be completed online, the page directs the user to an Ooredoo store with original identification. Ooredoo’s tourist line and bundle terms should be checked at purchase because allowances, destination lists and validity can change.
Vodafone’s customer agreement identifies a passport for tourists and non-residents. Its visitor eligibility and current product must be checked in the app/site before purchase; visitor plans are not the same as resident prepaid plans. Published Vodafone terms may give a window in which a supplied visitor SIM must be activated and a separate inactivity rule after activation. Always preserve the latest order terms rather than assuming another operator’s 30-day rule applies.

eSIM in Oman: Support and Requirements
A physical SIM is a removable card, while an eSIM is a digital subscriber profile downloaded to a compatible device. Omantel, Ooredoo and Vodafone currently advertise eSIM support for eligible products, but the exact phone model or regional variant must support eSIM and activation still requires the operator’s current identity and account checks. eSIM can be useful for travel or dual-line use; it is not a photograph of a SIM and is not available on every device or plan.
Omantel advertises eSIM for eligible prepaid/postpaid products and a dedicated tourist eSIM journey. Ooredoo’s current page states that eSIM is available for OPlus postpaid, Hala prepaid and Tourist plans. Vodafone also offers eSIM through supported products and channels. Activation and replacement differ: changing, resetting or losing a phone can require a fresh provider-issued profile or QR credential.

What documents are needed?
The safe rule is to use the document specified in the chosen operator’s live order. Residents should have the current original Resident/Civil ID and may be asked for the associated passport or additional account information depending on the product. Tourists should have the original passport; a GCC National ID is accepted only where the provider’s specific journey says so. The account must be registered to the actual document holder.
Online activation can ask for contact details, a photo or liveness check, document images, signature and payment. Omantel’s tourist eSIM journey lists a valid passport or GCC ID, contact details, an email address or mobile number to receive the eSIM and a bank card. Requirements can change, and a store can require original documents if digital verification is unsuccessful.
Where to buy and how to activate
Use an operator store, authorised dealer, official website or official app. Ooredoo says Hala SIMs are available in stores and authorised dealers and may be ordered online as physical SIM or eSIM, with delivery or collection options. Omantel directs tourist buyers to its outlets/partners or its eSIM journey. Vodafone offers supported SIM/eSIM ordering and activation through its app and official channels.
- Check coverage and device compatibility before choosing the package.
- Select resident, prepaid, postpaid or tourist eligibility accurately.
- Submit the identity document through the official journey or present the original at the store.
- Review the plan price, VAT, validity, renewal, roaming and out-of-bundle rules.
- Activate using only the provider’s official instructions; restart or configure the phone if requested.
- Test data, a call and SMS, then save the receipt, contract and support reference.
Do not buy a “pre-registered” SIM from a stranger. If a registration or eKYC screen shows different account details, stop and contact the operator through a verified channel.
4G, 5G and real-world performance
All three network operators market 4G and 5G services, but access depends on coverage, the selected plan/SIM, phone capability and network conditions. Imported handsets should be unlocked and support the relevant Oman radio bands and VoLTE implementation. A phone sold under the same name in different regions can have different hardware or eSIM support, so check the exact model number rather than the marketing name alone.
Dual-SIM users should confirm which slot supports 5G, VoLTE or eSIM combinations. Some phones reduce features when two lines are active. Real download and upload performance varies with technology, signal, congestion, spectrum, device, location and indoor conditions. Use TRA information and your own location test; do not treat a provider’s advertised peak as a promise.
Which mobile internet options are available in Oman?
Start with the use case: messaging and maps, streaming, hotspot/laptop use, remote work, gaming, international voice or roaming. Check whether “unlimited” is subject to a fair-use policy or speed management, whether social/video allowances apply only to named apps, and whether unused data rolls over. Confirm whether minutes are local only, flexi, international or limited to named destinations.

Top-up and recharge
Recharge prepaid service through the operator’s official app or website, authorised outlets and verified electronic channels. Check that the mobile number is correct before paying. A recharge balance and a recurring package are not necessarily the same: adding credit may not automatically activate the data bundle you intended.
Avoid unofficial discount-recharge sites and links sent through social media. Save the transaction receipt. If credit is deducted without the expected package, do not repeat payments; review the official account and raise a provider support case.
Plan validity, tourist-line validity and inactivity
These terms describe different things. Package validity is how long a particular allowance lasts. Tourist-line validity is how long the visitor subscription remains usable under that product. Inactivity rules may suspend or expire a line after no qualifying use. Renewal determines whether and how a package starts again.
For example, Omantel currently says its tourist SIM is valid for 30 days from activation, while the live tourist bundles displayed may have a 14-day package validity. It also states that its tourist SIM is for local use and does not include roaming. Vodafone’s visitor terms use their own activation and inactivity conditions. Ooredoo’s current tourist terms must be checked for the selected order. Never extend one operator’s rule to every SIM in Oman.
Mobile number portability
TRA confirms that fixed or mobile subscribers can change provider while retaining the same telephone number. Its current published mobile process is:
- Settle outstanding dues with the current provider for a postpaid number.
- Apply to the new provider, choose a plan and receive the new SIM.
- Confirm the transfer by replying to the SMS with the Arabic word specified by TRA: نقل.
- Keep using the old SIM until service stops.
- Then insert or activate the new provider’s SIM.
Use the exact current instructions delivered for your request and make sure the identity/number ownership details match. TRA does not promise an identical completion time for every case on the public guidance used here. Before switching, review any postpaid commitment, final bill, eSIM replacement process and roaming needs.
Roaming and international calls
A domestic Oman allowance is not automatically a roaming allowance. Some products offer GCC or global roaming bundles, but destinations, data, minutes, fair-use rules and validity differ. Omantel explicitly says its tourist SIM is for local use without roaming; this should not be generalised to other products. Turn off data roaming until you understand the selected rate, and buy a verified bundle before travel if appropriate.
International minute inclusions and eligible countries also vary. “International minutes” may cover only a published destination list; pay-as-you-go rates can differ by country and time. Check the live operator page instead of copying a large rate table. Whether a particular internet-calling app is available is a separate regulatory and service question; do not assume that an international data allowance guarantees every calling service.
Switching providers: practical checklist
- Compare the TRA coverage layers at home, work and regular destinations.
- Test indoor reception where possible.
- Review remaining contract obligations and settle postpaid dues.
- Confirm number ownership and the current portability process.
- Check the exact phone model, eSIM transfer and dual-SIM behaviour.
- Compare current data, international and roaming rules—not only a temporary discount.
- Keep the old SIM active until the porting instruction says service has stopped.

Complaints: provider first, then TRA
Raise a formal complaint with the telecom provider first and keep the date, complaint number, bills and correspondence. The current TRA complaint form asks consumers to allow the provider 15 days to resolve an official complaint. If it remains unresolved in that period or the response is unsatisfactory, escalate in writing through the official TRA complaints platform with the provider complaint and supporting documents.
TRA’s published material identifies its consumer call centre as 80000000 and email as consumer@tra.gov.om, but contact details should be confirmed on the live page before use. Escalation does not guarantee compensation or a particular outcome. Keep every reference and submit only through official TRA channels.
SIM-swap and payment scam warning: never share an OTP, SIM activation code, eSIM QR code, account password, bank PIN, card CVV, Theqa PIN or PKI credential. Do not install an APK from a message, scan an unknown “replacement eSIM” QR code or allow a supposed support agent to control your phone remotely. Verify payment links and support accounts on the provider’s own site or app. A real support agent does not need your banking PIN or one-time code.
Frequently asked questions
Can a tourist buy an eSIM before or during a trip?
Supported tourist eSIM journeys are published by Omantel and Ooredoo, and Vodafone offers eSIM products subject to its current visitor journey. Eligibility, accepted ID, payment and activation differ. Check the exact phone model and use only the official operator page or app.
Do I need a Resident Card to buy every SIM?
No single document description covers every product. Resident journeys commonly use Civil/Resident ID; tourist products commonly require a passport, and a specific Omantel tourist eSIM journey also accepts GCC National ID. Follow the selected provider’s live requirements.
Does 5G coverage guarantee fast indoor internet?
