Oman Work Visa Guide: Requirements, Process and Employer Responsibilities

Who applies for an Oman work visa?
The Omani employer or authorised representative normally obtains the required Ministry of Labour approval and applies for the work visa under the employer’s responsibility. The employee provides the required passport, photograph, medical and professional documents but should not normally treat the work visa as a personal tourist-style application.
An Oman work visa is one part of a wider employment and residence process. This guide explains the standard route for a foreign employee recruited by an Omani employer. Do not start work on a visit visa
A job offer, interview invitation or visit visa does not authorise employment. Do not begin working until the employer has completed the required work authorisation, visa and residence procedures.

What is an Oman work visa?
A standard work visa is issued to a foreign national coming to Oman for employment. It is requested under the responsibility of the Omani employer or an authorised representative. In the normal private-sector route, the employer first obtains the relevant Ministry of Labour licence or work permit. An exempt government entity may follow a different official route.
The visa is not the employment contract, the labour authorisation, the medical certificate, the residence record or the Resident Card. Each document serves a separate purpose, and completing one step does not automatically complete the others. Royal Oman Police makes the immigration decision, while labour and health authorities manage their own parts of the process.

A work permit does not by itself authorise travel, and a visa does not replace a signed contract. Likewise, entry on a work visa does not by itself mean that the Resident Card has already been issued.
Who is eligible for a standard work visa?
The current Gov.om work-visa service states that the applicant must be at least 21 years old. It does not publish a universal maximum age on that service page, so applicants should not rely on informal age limits circulating online. The profession entered in the visa application must match the profession authorised by the Ministry of Labour work permit. Where gender is recorded for the application, it must also match the work permit.
The sponsor must satisfy the applicable legal requirements, and the passport and supporting records must be valid and consistent. Some medical, engineering, teaching or other regulated professions can require approval from the responsible authority. Eligibility depends on the employer, its activity and records, the occupation, the work permit, immigration checks and any professional restrictions in force at the time.
Age note: Official Ministry of Health medical-service pages use an under-18 restriction for medical registration, while the current work-visa service states a minimum visa age of 21. For a standard work visa, use the live ROP and Gov.om visa requirements and verify individual cases directly.
Employer responsibilities
The employer or authorised representative generally manages the employer-side process. This normally includes confirming that the position can lawfully be filled by a non-Omani worker, obtaining Ministry of Labour approval and ensuring that the authorised profession matches the real job.

An employer can prepare a complete application but cannot guarantee approval. Applicants should be cautious if a recruiter claims that approval is certain or that official checks can be bypassed.
Employee responsibilities
The employee should provide accurate passport and identity information, genuine qualifications and professional certificates, and complete every required medical examination. Names, passport numbers, nationality and dates should be consistent across the offer, contract, permit, medical report and visa.
Before travelling, review the employer, job title, profession and salary carefully. Attend official appointments when required, keep copies of the offer, contract and visa, and never share an OTP, bank PIN or PKI credential. Do not travel using an altered PDF or unofficial visa document, and do not begin working before the necessary authorisation is complete.
Documents commonly required
The official core documents normally include a passport copy, personal photograph, work-permit copy and medical examination or medical report. The passport and photograph must meet the live specifications shown in the application.
Depending on the profession, nationality and route, the authorities or employer may also request qualification certificates, a professional licence, experience certificates, attested educational records, a passport valid for at least six months, an employment offer or contract, professional-authority approval, a pre-arrival medical report, and valid employer commercial or authorised-signatory records. The Ministry of Labour work permit
The employer normally obtains the work permit before submitting the ROP work-visa application. Eligibility depends on the employer’s registered activity, the profession and current labour rules. Technical and regulated roles may require additional approvals, and the employer’s commercial and labour records must remain valid. A work permit does not itself authorise entry into Oman.
Fees vary by employment category. The current Gov.om initial-approval service publishes these examples:

Medical examination requirements
Medical requirements can involve several separate records: a pre-arrival medical report and attestation, medical documentation used with the visa application, a post-arrival medical fitness examination, and medical fitness required to finish residence or Resident Card procedures. The correct combination depends on nationality, profession and visa route.
Use only the Ministry of Health pre-arrival service, Wafid where applicable, and authorised medical providers. Forms and results have limited validity periods. A favourable result supports the application but does not guarantee visa approval.
The current post-arrival medical fitness service publishes OMR 30 for non-food-handling workers and OMR 40 for food-handling workers. These are medical-service fees, not the total work-visa or residence cost.

The order can differ for government employers, change-of-status applications or regulated professions. A delay at one stage does not necessarily indicate rejection; it may mean that another record or approval is still pending.
How much does the work visa cost?
The current Gov.om service publishes an ROP work-visa issuance fee of OMR 20. This is not the complete employment and residence cost. Work-permit charges, medical examinations, professional approvals, attestations, Resident Card services, typing and administration can be separate.
Do not combine every possible charge into one guaranteed amount, and do not assume the employee must personally pay every fee. Ask the employer for a written explanation of any requested payment. Never transfer money to an unknown individual or personal bank account merely because they promise a visa.
How long is an Oman work visa valid?
The current ROP visa information describes the standard work visa as multiple entry and valid for residence for two years from passport stamping. The actual period may depend on the issued permit and immigration record. Check the dates printed on the visa and residence records.
Visa duration is different from passport validity and employment-contract duration. A two-year residence description is not a promise that every contract, permit or passport will have the same dates, and official rules may change.
How long does processing take?
Gov.om may display a short estimate for the electronic visa transaction, but the complete recruitment process also includes work-permit approval, document preparation, medical checks and possibly professional approval. Total time varies substantially. Regulated professions, inconsistent records and incomplete documents can take longer, so neither an employer nor an agent should promise a fixed number of days.
Checking the issued visa
Before travel, check the full name, passport number, nationality, employer or sponsor, profession, gender details where shown, visa type, entry validity, number of entries, issue and expiry dates, and official reference number. Compare the document with the job offer and contract. Ask the employer to correct errors before travel where possible rather than accepting a verbal promise that they will be fixed later.
After arriving in Oman
Complete the medical fitness process where required and cooperate with the employer while it completes residence formalities. Obtain the Resident Card, review and approve the registered employment contract, arrange a salary account and confirm medical insurance where applicable. Keep secure copies of the passport, visa, contract and card.

Can a visit visa be converted to a work visa?
Some official medical and immigration services refer to change-of-status cases, but that does not mean every visit visa can be converted automatically. The employer must use the correct Ministry of Labour and ROP process. The applicant must not work while still on visitor status. Confirm the individual route with ROP and the employer before making travel or resignation decisions.
Changing employer or sponsor
A worker cannot simply use the old employer’s visa for a new job. Employer transfer is a separate official process, and work-permit, contract, medical and immigration records may need updating. Use the official Change Employer service where applicable. Do not resign, travel or start the new role based only on a WhatsApp promise.

- Fees are requested through a personal bank account, cryptocurrency or gift card.
- The profession does not match the real job.
- A tourist visa is presented as work authorisation.
- An edited PDF or screenshot replaces a verifiable visa.
- Someone requests an OTP, bank PIN or PKI access.
- The salary is unrealistic or the applicant is pressured to travel immediately.
- The employer refuses to provide a contract.
- The visa uses an unrelated sponsor or another profession.
How to verify a visa and employer
Check the employer’s official website, address and contact information and confirm its commercial identity where possible. Use official ROP channels to check the visa application, then compare the visa with the offer and contract. Confirm the profession and sponsor rather than relying on forwarded screenshots. Contact ROP or the Ministry of Labour when discrepancies remain unresolved.
