How to Get a Police Clearance Certificate in Oman

A Police Clearance Certificate in Oman is officially called a Non-Conviction Certificate by Royal Oman Police. It is an electronic certificate requested for purposes such as employment, immigration, licensing or a foreign-authority procedure. The correct route depends on who is applying and whether the applicant is inside or outside Oman.

What is a Non-Conviction Certificate?

The certificate is issued by the General Department of Criminal Investigation at Royal Oman Police. Applicants and receiving authorities often call it an Oman Police Clearance Certificate, PCC, police clearance or criminal record certificate. Those search terms point to the same practical need, but the official service name is Non-Conviction Certificate.

This guide explains the application procedure. It does not interpret convictions, court records, expungement, eligibility based on criminal history or what a particular record will contain. Who can apply and which channel should they use?

Do not merge every applicant into one workflow. ROP distinguishes people applying inside Oman from a foreigner currently outside Oman. The English ROP page expressly describes the mobile application for a citizen or foreign resident inside the Sultanate and the website for a foreigner outside it. The Arabic page additionally describes certificate requests and resending through both the app and website for supported authenticated users.

Inside Oman and outside Oman are different routes

If you are an Omani citizen or a foreign resident inside Oman, begin with the official ROP mobile app. If you are a former expatriate and currently outside Oman, use the dedicated web route. Do not try to force the ordinary in-Oman workflow through an inactive Omani mobile number or ask an unofficial agent to impersonate you.

The outside-Oman route has an explicit location condition: the foreign applicant must currently be outside the Sultanate. It also uses historical identity data from the applicant’s period of residence. These checks are why “use your current passport and upload a Resident Card” is not a safe universal instruction.

Current fees

Both ROP and Gov.om currently publish two issuance fees. These are the certificate-service fees, not a complete budget for every possible use abroad.

Review the fee displayed in the live request before payment. Do not add an agent fee to the official ROP amount or describe the OMR 10 Foreign Ministry attestation fee as part of certificate issuance.

How to apply through the ROP mobile app

ROP currently gives the following route for a citizen or foreigner inside Oman:

1. Open the official Royal Oman Police mobile application.
2. Log in using Mobile PKI or OTP, according to the options available to you.
3. Open Document Services.
4. Select Certificates.
5. Choose Request a New Document.
6. Complete the application fields accurately and submit.
7. Review the request details and service fee.
8. Start the official electronic payment and complete it.
9. After successful payment, check the email address entered in the form for the electronic certificate.

Menu labels can change with an app update, so follow the current Document Services/Certificates route rather than a screenshot from a third-party website. A successful payment does not turn Gov.om’s three-minute indication into a guaranteed delivery promise.

Mobile PKI or OTP?

ROP states that applicants can log in to the mobile application by PKI or OTP. Mobile PKI must be activated if the applicant chooses the PKI login route. OTP depends on access to the relevant active mobile number. PKI is therefore not correctly described as mandatory in every case when the official interface offers OTP.

Applying from outside Oman as a former resident

Former expatriates are a major use case. ROP provides a separate web application for a foreigner outside Oman. The applicant must currently be outside the Sultanate, open the official service link, complete the requested data, review the details and fee, pay electronically and receive the electronic certificate at the entered email address.

The published conditions identify two historical records: the last passport used to enter Oman and the civil number issued during the applicant’s residence. ROP and Gov.om do not publish a universal fingerprint card, embassy letter, sponsor letter, old Resident Card upload or physical collection requirement for this route. Do not buy those items from an agent unless the live official form or ROP support specifically requests one for your case.

The former Oman civil number

In this service, “civil number” means the number issued by Civil Status during the period when the foreign applicant resided in Oman. It is not an instruction to generate a new number. The identifier allows ROP to match the former resident with the historical record.

If you no longer know the number, check previous official Oman records that legitimately show it, such as a former Resident Card or official residence documentation in your possession. If it is still unavailable, contact ROP through an official channel. Do not guess a number, use another person’s identifier or pay someone to bypass identity checks.

Which passport details should a former resident enter?

ROP’s wording is specific: provide the details of the last passport used to enter Oman. That may not be the passport you hold today. If the passport has been renewed, replaced, lost or changed, follow the live form and ROP support instructions; this guide does not invent a passport-linking procedure.

Enter names, passport number, nationality and dates exactly as required. Do not substitute current-passport details merely because they are easier to find if the field expressly asks for the last-entry passport.

Required information and documents

Gov.om currently shows no general document-upload list for the standard service. That absence should not be replaced with a long checklist copied from an agent website. Use the fields and authentication presented by the live official channel.

Electronic delivery by email

ROP states that after successful payment, the electronic copy is automatically sent to the applicant’s email according to the address entered in the application. Check spelling before payment, including dots, domain and any unusual characters. Use an inbox you can access securely.

If the message is not visible, check spam and junk folders and return to the certificate request history. Do not post the certificate number, civil number or full PDF publicly while asking for help.

How to resend an issued certificate

Resending is different from buying a new certificate. In the ROP app, log in by PKI or OTP, open Document Services, choose Certificates and select the certificate to resend. Confirm or edit the email address, then press the resend button. ROP’s Arabic page also describes viewing issued certificates and resending through the authenticated website route where supported.

Use this function if the certificate was issued but the email was mistyped or not received. Check the request status and payment first; do not immediately make a second paid application.

How to check certificate validity

ROP provides an official “Check Police Clearance Certificate Validity” service. The public verification form asks for the certificate number and civil number, plus the displayed security characters. All fields must be completed.

An employer or receiving authority can use the official ROP verification route where appropriate. Share certificate details only with the legitimate receiving organisation through a secure channel. This guide does not display a real certificate or civil number and cannot verify one on someone’s behalf.

How long is the certificate valid?

The reviewed ROP and Gov.om service pages do not publish one universal three-month, six-month or one-year validity period. Do not rely on a generic expiry claim from an agent website.

Why might someone request it?

Real-world uses can include employment, immigration, residence, regulated licensing or a foreign-government procedure. These are examples, not universal fields or legal requirements imposed by ROP. The live application controls whether it asks for a purpose, country or destination authority.

Work visa and immigration use

Using the certificate abroad

Getting the ROP certificate and legalising it for a foreign authority are separate procedures. First obtain the electronic Non-Conviction Certificate. Then ask the receiving authority whether it needs Oman Foreign Ministry attestation, a destination-country step or a particular translation.

The current Foreign Ministry fee schedule lists a certificate of non-conviction in its group-two certificate category at OMR 10. Translation

Certificate issuance and translation are separate. Ask the receiving authority whether it accepts the certificate language and whether an Arabic, English or other-language translation must come from a particular type of translator and follow an attestation chain. ROP’s public service page does not promise every language variant.

Troubleshooting

ROP’s public pages reviewed do not provide a universal list of rejection reasons, correction windows or refund rules. A pending or returned request should be handled according to the status displayed in the official service. Never promise approval.

Common mistakes

• Searching only for “PCC” and missing the official Non-Conviction Certificate service.
• Using a fake ROP or agent website.
• A former resident abroad trying the normal in-Oman route.
• Entering a current passport when the form asks for the last passport used to enter Oman.
• Forgetting the former Oman civil number.
• Assuming PKI is the only login method when OTP is available.
• Using an inactive mobile number for OTP.
• Mistyping the delivery email.
• Paying again instead of checking status or resend.
• Combining the ROP issuance fee with an attestation fee.
• Assuming every employer requires a PCC.
• Assuming a universal validity period without asking the receiving authority.
• Sharing certificate or civil numbers publicly.

Before you submit

Confirm which applicant route matches your current location, then collect the identity details that belong to that route. Check the spelling of your name, civil number where applicable, passport number and email before continuing to payment. A former resident should identify the last passport used to enter Oman rather than automatically copying a new passport number.

Open the official ROP service independently, keep the transaction reference and save the issued certificate in a secure location. If another organisation requested the certificate, ask it in advance how recent the document must be, whether it needs a translation and whether foreign-use attestation is required. These checks can prevent a second paid application made only because the first certificate did not match the receiving authority’s instructions.

Security warning

Open ROP independently rather than through a message link. Do not install screen-sharing software for an agent. A forged certificate can create serious legal and immigration consequences; official verification makes such documents detectable.
