How to Get an Oman Driving Licence: Requirements, Tests and Costs
What are the main steps to get an Oman driving licence?

Who can apply for an Oman driving licence?
Omani citizens and eligible residents may apply when they meet the requirements for the licence category. The published minimum age is 18 for a light vehicle and 18 for a motorcycle. Heavy vehicles and mechanical equipment generally require the applicant to be at least 21.

Not every foreign licence can be exchanged. Do not rely on an unofficial country list or assume that previous driving experience removes every requirement. ROP decides eligibility after reviewing the issuing country, licence validity and supporting documents.
Can visitors drive using a foreign licence?
This article primarily covers residents. A visitor’s ability to drive depends on visa status, the country that issued the licence, whether an international driving permit is required, the rental company’s conditions and the vehicle’s insurance. A person who becomes a resident should not assume that a visitor arrangement remains valid. Confirm the current position with ROP, the insurer and, when renting, the rental company.
Complete an approved eye test
A valid eye-test result is required for licence issuance. Use an optician or examination centre approved by Royal Oman Police. The centre may transmit the result electronically to the traffic system, but the applicant should confirm that it has been received.
Bring the identification requested by the approved provider and make sure the name and Resident Card information are correct. The provider sets its own eye-test charge, so it should not be described as a fixed government fee. A repeat test may be required if a result expires or does not meet the requirements.

Get a learner permit

Sponsor-approval wording: The current Gov.om service does not list a sponsor NOC among its core documents, while an ROP FAQ says sponsor approval may be required for first issuance. Confirm the live requirement before applying and do not treat either statement as universally conclusive.
Choose an authorised instructor
Train only with an authorised instructor using a suitable approved training vehicle. Before paying, confirm the instructor’s operating area, availability, lesson duration, training vehicle and payment terms. Ask whether the price is per lesson or a package and what happens when a session is cancelled or a test must be repeated.
Obtain receipts and avoid paying the full amount before understanding the arrangement. The Oman Hub does not recommend any individual instructor or school. Availability, teaching style and commercial prices vary, and no instructor can guarantee a pass.
Manual or automatic training
Discuss the transmission choice with the authorised instructor before buying lessons. Training-vehicle availability and conditions shown on an issued licence can differ. Do not rely on informal claims about every vehicle that a manual or automatic course will permit you to drive. Check any restriction printed or stored on the issued licence with ROP.
What you learn during training
A structured programme develops safe vehicle control rather than memorising a test route. Training normally includes starting and stopping safely, mirror and shoulder checks, lane discipline, roundabouts, junctions and right of way, speed control, parking, reversing and hill control.
Applicants should also practise road signs, emergency awareness, safe following distance, driving in traffic, use of indicators, observation and hazard awareness. The amount of training needed depends on prior experience and progress. There is no sound basis for presenting one minimum lesson count as a universal law or promising that a package will guarantee success.
Booking the driving test
ROP and Gov.om provide an official driving-test appointment service. The learner or authorised instructor may use the approved booking process, which records the appointment and result. Availability depends on location, demand and the traffic department, so a same-week booking should never be promised.
Keep the learner permit and Resident Card valid. Confirm the appointment, location, time, vehicle and documents before test day. A payment request outside the recognised process should be questioned.
What tests must be passed?
The official new-licence page requires the applicant to pass the final driving test. The precise sequence and naming of the practical assessments are not fully published on the reviewed national service pages. Applicants and training providers may use terms such as manoeuvre, yard, slope, drum or road-test stages, but this does not prove that every traffic department follows exactly the same sequence.
Confirm the current local process with an authorised instructor and the relevant ROP traffic department. Assessment generally considers vehicle control, observation, manoeuvring, hill control where tested, parking, road positioning, junctions, roundabouts, speed, braking, compliance with examiner instructions and safe driving in live traffic.
Common reasons applicants do not pass
- Poor observation or missing mirror and shoulder checks.
- Unsafe lane changes or incorrect roundabout positioning.
- Driving too quickly or unnecessarily slowly.
- Weak clutch, steering or general vehicle control.
- Rolling backward where hill control is assessed.

Is the first licence temporary?
Gov.om describes the first licence as temporary for one year before replacement with a permanent licence. The current ROP renewal table also lists an OMR 10 fee for a one-year temporary licence. It lists a two-year light-vehicle licence validity for non-Omani residents after the applicable stage.
Check the dates and category printed on the licence. Do not assume conversion is automatic without completing the required process or that every resident’s record will use the same date.
Foreign licence exchange
The current ROP exchange service lists an approved vision test, application, original and copy of the Resident Card, original and copy of the foreign licence and a blood-group certificate. It also states that at least one complete year must have passed since the foreign licence was issued, the licence must remain valid and the issuing country must be eligible for exchange.
ROP determines the eligible countries and can request additional verification. Do not assume that an Indian, Iranian, Pakistani, Philippine or any other particular licence is exchangeable without current confirmation. An unofficial country list can become outdated and should not be used as evidence.
