Replace a Lost Driving Licence in Oman: Report, Steps and Fees
Losing a driving licence in Oman creates two separate tasks: reporting the loss and applying for a replacement. The Royal Oman Police (ROP) services listed on Gov.om treat them as different services, with different fees and conditions. This guide explains the sequence for an ROP-issued licence, what the official pages currently require, and which renewal rules you should not automatically import into a lost-licence case.
Quick answer
First report the lost ROP driving licence through the official route. Gov.om currently lists a OMR 5 loss-report fee. Then apply for the replacement; the replacement service currently lists a separate OMR 20 issuance fee. The licence must be valid, and the loss report is the required replacement document shown on the live service page. Gov.om says a temporary replacement can permit driving for up to two months, after which a permanent replacement must be obtained. Theft, fire, drowning or another involuntary loss requires the report to be filed at a police station.
Lost-licence report and replacement are not the same service
The most important distinction is the one Gov.om makes itself. A loss report records the missing licence and supports the next application. It does not by itself issue the permanent replacement card. The replacement service uses the loss report, reviews the application and then approves and issues the replacement.
| Stage | Purpose | Current official fee | Main result |
|---|---|---|---|
| Report a lost driving licence | Create and approve the official loss report | OMR 5 | Approved loss report for the replacement process |
| Replace a lost driving licence | Issue a licence after the loss has been reported | OMR 20 | Temporary and then permanent replacement under the service rules |
Do not combine the fees: OMR 5 is the reporting fee, while OMR 20 is the replacement-issuance fee. They describe different transactions.
Who can use the lost-licence service?
This guide concerns a driving licence issued by the Royal Oman Police. The live replacement page starts from a personal account and requires the licence to be valid, but its public wording does not give a separate citizen-versus-resident eligibility table. Citizens and residents should therefore use the identity type and account details requested by the live ROP service rather than assuming that one document label fits everyone.
A foreign licence, international driving permit, military licence or driving-learning permit is not automatically covered by this route. Replacing or exchanging an approved foreign licence is a separate Gov.om service. If you have not yet received an ROP-issued licence, begin with How to Get an Oman Driving Licence rather than treating the loss process as a first-issue shortcut.
The licence must still be valid
Gov.om lists a valid driving licence as a condition for the lost-licence replacement service. That condition matters even though the physical card is missing: the underlying ROP record must still be valid. A replacement reproduces a valid entitlement; it does not extend an expired one.
If the record has expired, use the separate Oman driving-licence renewal guide. If expiry is close, check the live ROP result before paying for anything. The correct route may depend on the record at the time of application. Do not assume you must pay for both replacement and renewal, and do not assume the replacement service renews the expiry date.
Current fees
| Item | Amount | What the official page says |
|---|---|---|
| Lost-driving-licence report | OMR 5 | Fee paid when reporting the lost licence |
| Replacement driving licence | OMR 20 | Fee paid when issuing the replacement licence |
| Other charge | Not listed | No separate printing, kiosk, photo or administration charge is stated on these two live pages |
Recheck the amount in the live service before payment because government fees can change. Pay only through the official channel shown by Gov.om or ROP. A personal bank transfer to an “agent” is not an official payment method.
How to report a lost driving licence
- Confirm the record is an ROP-issued licence and remains valid. If it has expired, pause and check the renewal route.
- Classify the loss correctly. An ordinary misplaced card is different from theft, fire, drowning or another involuntary circumstance.
- Open the official Gov.om service. The live page is Report Lost Driving License.
- Prepare the listed documents. The page currently says “ID card – personal photos.” It does not publish a photo count or dimensions.
- Attend when required and submit the application. Personal attendance is a stated special condition. The ROP services guide also lists personal attendance and the ROP smartphone application using PKI as channels; follow the channel displayed for your case.
- Pay the OMR 5 reporting fee. Keep the official transaction or report reference.
- Wait for review and approval. Gov.om lists submission followed by review and approval; the five-minute figure is an indicative service time, not a promise for every end-to-end case.
Required documents: what is confirmed and what is not
The public lost-report page lists an ID card and personal photos. It does not specify the number, dimensions, background colour or whether every channel captures an image digitally. Do not rely on an old checklist that says “two passport photos” unless the live application or an ROP officer gives that instruction.
The wording also does not separately describe the identity document for every resident scenario. A resident should follow the identity field presented by the official service. Do not replace the official wording with an assumption that a passport, Resident Card and Civil ID are all universally required. For the replacement stage, the live Arabic page lists the loss-report form as the required document; it does not publish a long additional document list.
Ordinary loss versus theft, fire or drowning
Gov.om states that a loss caused by an involuntary circumstance—examples given are theft, fire and drowning—must be reported at a police station. This is more specific than the ordinary loss route and should not be replaced by an online self-declaration alone.
| Situation | Correct starting point | Important caution |
|---|---|---|
| Ordinary loss or misplaced card | Use the official lost-licence reporting service and follow its attendance/channel instructions | Personal attendance is listed as a condition |
| Theft | File the report at a police station | Do not rely only on an online statement |
| Fire or drowning | File the report at a police station | Follow the officer’s evidence instructions |
| Other involuntary circumstance | Check with ROP and use the police-station route where the rule applies | Do not invent a category or evidence list |
If theft is possible: protect your personal information, use the official police-report procedure, and do not publish a photograph of the licence online. This guide does not replace case-specific police instructions.
Special rule for diplomats
The lost-report service says a diplomat must provide a letter from the relevant embassy addressed to the Director of the Driving Licenses Department, requesting a replacement driving licence. This special requirement is for diplomats; it should not be applied to every expatriate resident.
How to apply for the replacement
- Complete the required lost-driving-licence report and retain its official form or reference.
- Open the Gov.om service Replace a Lost Driving License.
- Use the personal-account route and submit the loss report requested by the service.
- Let ROP review the application. The published stages are reporting the loss, reviewing the request, and approval and issuance.
- Pay the currently listed OMR 20 issuance fee through the official service.
- Follow the returned instructions for the temporary replacement and permanent replacement. Do not assume a collection channel that the case result does not show.
The live page includes a “Start now” handoff to the service provider. The public ROP services guide confirms that the reporting stage can involve personal attendance and the ROP smartphone app using PKI. Public guidance reviewed for this article does not clearly promise that every replacement can be completed online, printed at a kiosk or collected through one universal channel. The application result and ROP instructions should control.
Temporary and permanent replacement
Gov.om says a temporary replacement can allow you to drive for up to two months. After that period, you must obtain a permanent replacement licence. The temporary document is therefore a bridge, not an indefinite substitute for the physical card.
Do not drive merely because you submitted a report or remember your licence number. First obtain the appropriate valid temporary or replacement evidence and follow ROP instructions. The official wording supports driving with the issued temporary replacement; it does not support driving without valid licence evidence.
Official-service rule: temporary replacement validity is up to two months, followed by the permanent replacement. Check the dates or status shown on the issued record and complete the permanent stage before the temporary period ends.
How long does the service take?
Gov.om currently displays approximately five minutes for the lost-report service and approximately five minutes for the replacement service. Treat those as indicative processing figures. They do not guarantee that reporting, review, attendance, payment, approval, issuance and collection will all finish within five minutes. A police-station report, identity problem, technical issue or manual review can take longer.
Where to apply and how collection works
Start from Gov.om so that its live link hands you to the current ROP provider. The official services guide lists personal attendance and the ROP smartphone application using PKI for reporting. The two public service pages reviewed here do not clearly confirm one universal collection method for every lost-licence replacement, nor do they specifically promise kiosk printing or a digital replacement in all cases.
ROP has digital and physical delivery options for some other driving-licence services, but those workflows should not be copied into this one without a case-specific instruction. If the result offers a service centre, app record or another official collection method, follow that result. Never use a saved screenshot as a substitute for an official status.
Quick step-by-step checklist
| Step | Action | Checkpoint |
|---|---|---|
| 1 | Confirm the lost ROP licence is still valid | Expired records may need renewal |
| 2 | Decide whether the loss is ordinary or involuntary | Theft, fire and drowning require a police-station report |
| 3 | Submit the official loss report | Prepare the listed ID card and personal photos |
| 4 | Pay the report fee | Currently OMR 5 |
| 5 | Apply for replacement with the loss report | Use the official Gov.om/ROP route |
| 6 | Pay the issuance fee | Currently OMR 20 |
| 7 | Obtain the temporary replacement where applicable | Valid for up to two months |
| 8 | Complete the permanent replacement | Do not let the temporary stage become indefinite |
| 9 | Confirm the current collection/status method | Follow the result shown by ROP |
Which route fits your situation?
| Scenario | Next step | Do not assume |
|---|---|---|
| Valid ROP licence is lost | Report loss, then use replacement service | That the reporting fee includes issuance |
| Licence is expired | Check the renewal workflow | That replacement renews it |
| Licence is close to expiry | Ask the live service which route applies | That both fees must be paid automatically |
| Card is damaged but present | Check the damaged-licence service | That a lost-card report is always appropriate |
| Only a foreign licence is held | Check approved foreign-licence exchange rules | That this lost ROP-licence route applies |
| Licence is lost abroad | Contact ROP and the nearest Omani mission for the applicable route | That remote replacement is guaranteed |
Lost near expiry: replacement or renewal?
Replacement and renewal solve different problems. Replacement deals with a missing but valid ROP licence; renewal extends the legal validity of the record. If your licence is near expiry, check which application ROP accepts before paying. Renewal has its own conditions, including requirements that are not listed on the lost-replacement page.
For example, the renewal workflow discusses vision testing and traffic-record conditions. The lost-replacement page reviewed here does not list a new eye test or universal clearance of traffic fines as conditions. Do not arrange an unnecessary eye test or claim every fine must be cleared solely because the card was lost. If you need to review your record separately, use How to Check and Pay Traffic Fines in Oman.
Lost licence, damaged card and foreign-licence exchange
A missing ROP licence is not the same as a damaged card that you still possess. Gov.om lists a separate replacement service for a damaged lifetime driving licence. It is also different from replacing or exchanging an approved foreign driving licence. Each service has its own evidence and conditions, so using the wrong checklist can delay the application.
Vehicle records are separate again. Replacing a licence does not inspect a car, transfer its ownership or change its insurance. For those tasks use the Oman vehicle inspection guide, vehicle ownership transfer guide and, where relevant, the motor insurance guide.
If the licence is lost while you are abroad
The public pages reviewed for this article do not publish a dedicated remote replacement process for a person abroad. The standard loss-report service lists personal attendance, while special circumstances may require a police-station report. Contact ROP and the nearest Omani diplomatic mission for instructions that fit your location. Do not mail identity documents, give an agent your authentication codes or assume an embassy can issue the replacement remotely.
What if the old licence is found later?
The public service pages do not state that a recovered old card remains valid after a replacement is issued. Do not use two physical licences interchangeably. Follow the instruction attached to the ROP replacement record, and ask ROP how to return, surrender or securely dispose of an obsolete card. A driving licence contains personal identity information, so do not post a photograph of it on social media or in a public lost-and-found group.
Security and scam warning
Use only Gov.om and Royal Oman Police channels. Never share an OTP, Mobile PKI PIN, Theqa PIN, bank PIN, CVV, full identity number or full licence image with an agent or caller. Avoid fake “instant licence replacement” portals, payment to personal bank accounts, fake police-report links and anyone asking you to install a remote-access app.
Check the domain before signing in and open the service from the official page rather than an unsolicited message. Complete identity authentication and payment yourself. If a caller claims the case will close unless you reveal an OTP, end the call and contact ROP through an independently verified channel.
Common mistakes and practical fixes
| Common mistake | Why it causes trouble | Better action |
|---|---|---|
| Calling OMR 5 the replacement fee | It is the loss-report fee | Budget separately for the OMR 20 issuance fee |
| Skipping the loss report | The replacement page requires it | Complete and retain the official report first |
| Trying to replace an expired licence | Validity is a condition | Check the renewal service |
| Treating theft like ordinary loss | Involuntary loss requires a police-station report | Use the station route |
| Reading “five minutes” as a guarantee | Review and attendance can add time | Treat it as an indicative service duration |
| Importing every renewal condition | Replacement and renewal are separate | Use only conditions stated for the relevant service |
| Using old photo specifications | The live page gives no count or dimensions | Follow the current application instructions |
| Driving without valid evidence | A submitted report is not the same as an issued temporary replacement | Wait for valid temporary or replacement evidence |
| Ignoring the two-month limit | The temporary replacement is time-limited | Complete the permanent replacement |
| Using an unofficial agent | Creates fraud and data-theft risk | Use Gov.om/ROP directly |
Frequently asked questions
How much does it cost to report a lost driving licence in Oman?
Gov.om currently lists OMR 5 for the lost-driving-licence report. This is separate from the replacement-issuance fee.
How much is the replacement licence?
The live Arabic replacement page currently lists OMR 20 for issuing a replacement driving licence. Recheck the live service before payment.
Can I drive as soon as I report the loss?
Do not assume that a report alone is sufficient. Gov.om says the issued temporary replacement can allow driving for up to two months. Obtain valid evidence and follow ROP instructions.
Do I need an eye test?
The lost-report and lost-replacement pages reviewed for this guide do not list a new eye test. Eye-testing rules from renewal or other licence services should not be imported automatically.
Must I clear all traffic fines?
The lost-replacement page does not list universal fine clearance as a condition. Renewal has separate requirements. Follow the live result for your record rather than treating renewal rules as replacement rules.
How many photos are required?
The loss-report page says “personal photos” but does not publish a count or dimensions. Use the current application or officer’s instruction.
Can I complete everything online?
Do not assume so. Personal attendance is listed for reporting, and involuntary loss must be reported at a police station. The ROP guide also lists its smartphone app using PKI as a channel. Follow the route shown for your case.
What happens after two months?
The temporary replacement is not indefinite. Gov.om says a permanent replacement must be obtained after the temporary period.
