Renewing vehicle registration in Oman means extending the Royal Oman Police (ROP) vehicle permit—commonly called the mulkia—after the official system confirms that the owner and vehicle meet the applicable conditions. Omani citizens and residents can use the electronic route for eligible vehicles, while companies and public bodies use the registry details linked to their vehicles. How do you renew vehicle registration in Oman?

Renew the ROP vehicle permit (mulkia) through the official ROP website or app when the owner and vehicle record are eligible. Who can renew vehicle registration in Oman?

Valid Civil ID or Resident Card

The registered owner’s identity document must be valid. For residents, that means a valid Resident Card rather than merely a passport or an employer’s assurance that residence renewal is under way. If the card is close to expiry or the ROP record is not current, deal with the separate Oman Resident Card renewal process or ask ROP which transaction must come first. This is particularly important where the online form rejects an otherwise correct identity number.

Compare the owner name, ID number, plate code and vehicle number before paying. An authorised person should handle a company vehicle through the organisation route.

Insurance and vehicle renewal

Valid motor insurance is separate from the government registration fee. The live ROP confirmation page has an “Insurance Information” section showing the company, policy type, policy number, start date and end date before the payment gateway. This demonstrates that insurance data is checked through the electronic vehicle record.

The insurance premium is paid to an insurer and is not included in the ROP renewal fee table below. If the policy is valid but the ROP screen does not show it correctly, contact the insurer first and ask whether the policy has been transmitted or corrected in the official system. Do not buy another policy simply because an electronic record is delayed, and do not use sample insurance prices from unrelated vehicles.

Insurance is a separate transaction

Your insurer determines the premium under the policy. ROP determines the vehicle-registration charge under the official fee classification. Paying one does not automatically prove that the other has completed.

Traffic fines, BOLOs and record restrictions

ROP requires the owner to be free from BOLOs, restrictions or violations. Eligible fines should be checked and settled through official channels before renewal, but a serious violation, court-related restriction, ownership mismatch or other vehicle-record issue may need attendance. If the renewal page returns a restriction, read the exact message. Clearing a payable fine may not remove a different BOLO or record block. Does your vehicle need technical inspection?

Not every vehicle requires inspection at every renewal. The current ROP renewal guidance says the following may undergo technical inspection: private vehicles that are 10 years old, commercial vehicles, buses and trucks, and pickup trucks. The word “may” matters because the live vehicle record and category determine whether inspection is requested.

Gov.om’s broader inspection service covers registration, re-registration, renewal, import and export. It does not make inspection universal. Individuals attend with the vehicle registration; an authorised representative may attend for a government body or company.

Why the official inspection fee pages look different

The ROP vehicle-renewal page says OMR 5 is added “if” technical inspection is conducted. Gov.om’s dedicated inspection service, updated in March 2025, is more specific: OMR 5 for light vehicles and motorcycles, and OMR 10 for heavy vehicles and equipment. The sensible reading is that the ROP renewal page describes the add-on used in its renewal fee flow, while Gov.om classifies the standalone inspection by vehicle type. Use the amount returned for your vehicle; do not apply the OMR 5 figure universally to heavy vehicles.

How to Renew Vehicle Registration Online Through ROP

  1. Start from the official ROP website or the Gov.om Renew Vehicle License page.
  2. Select the plate code and enter the plate number exactly.
  3. Select the correct owner identity type. Enter the Civil Registry, Commercial Registry, company or institution number that matches the record.
  4. Complete the verification image shown by the official service and submit the inquiry.
  5. Review the vehicle, owner, expiry and insurance information. Stop if the vehicle, policy dates or owner are wrong.
  6. Complete any inspection or resolve any fine/restriction requested by the system, then restart from the official service.
  7. Enter the email address or mobile number used for the renewal notification.
  8. Review the official fee classification and total before continuing.
  9. Pay through the ROP e-payment gateway. Enter authentication details yourself.
  10. Wait for the success result and the email or text message containing transaction and receipt details.
  11. Save the receipt. Print or obtain the renewed registration card through an authorised ROP channel if a physical card is needed.

Renewal through the ROP mobile application

The ROP mobile application is an official renewal channel. Use the app obtained from the store link supplied by ROP, not an app or payment link sent in a message. Open the traffic/vehicle services, select the vehicle-renewal function, review the owner, vehicle and insurance details, follow any inspection or restriction instruction and complete payment only in the official flow.

ROP’s digital service agreement also lists app/self-service renewal and a virtual registration in the app. Follow the current screen: an app failure does not cancel an inspection or record requirement.

Police service-centre option

Gov.om confirms service centres as an official channel. Use one when attendance is directed, authority cannot be validated, a restriction or inspection remains unresolved, or a physical card must be printed. Bring the registration and valid ID, plus the vehicle if inspection is required. Companies use an authorised representative.

These figures are government registration charges. They do not include an insurer’s premium. If an inspection is conducted, the applicable inspection charge is separate: Gov.om currently lists OMR 5 for light vehicles/motorcycles and OMR 10 for heavy vehicles/equipment. Specialist inspection-team travel charges shown on Gov.om concern equipment that is difficult to transport and are not ordinary private-car renewal fees.

Late renewal

ROP says a monthly delay fine is imposed according to the service-fee classification when renewal is delayed by more than one month from the vehicle’s expiry date. It does not publish one universal late amount on the reviewed renewal page. The safe wording is therefore: the late charge follows the applicable classification and is assessed by the official record, not a single fixed penalty for every vehicle.

Do not wait for the grace period to solve inspection, insurance or restriction problems. If the vehicle is already late, use the total shown by ROP or ask a service centre for the vehicle-specific calculation. This guide does not invent a late fee, discount or waiver.

Payment confirmation, receipt and registration card

After a successful payment, ROP says it sends an email or text with transaction details and the payment receipt. Save the receipt and reference. ROP also allows a report of previous e-payment transactions for a selected period based on the payment reference, which is useful if the return from the gateway is unclear.

After notification, print the physical card at a police service centre or self-service kiosk. ROP also identifies a virtual registration in the app. Never share a readable card in an insecure public message.

  • Insurance not found: confirm the policy dates and ask the insurer whether the electronic record was sent correctly.
  • Owner ID rejected: check the ID type and validity; a Civil ID, Resident Card number and company registry field are not interchangeable.

  • Fine or restriction remains: distinguish a payable fine from a serious violation, BOLO or vehicle-record block.
