The Royal Oman Police provides an electronic service for transferring registered vehicle ownership from a seller to a buyer in Oman. In the standard route for a vehicle with its existing number plate, the seller creates and digitally signs the transaction; the buyer then completes the final authentication and payment within 24 hours.
The transaction will not proceed unless the parties and vehicle meet the applicable ROP conditions. Insurance must be transferred to the new owner, a vehicle subject to technical inspection must pass it, and blocking fines or restrictions must be resolved.
Important: Cases outside the standard existing-plate route may require a different process. Confirm the live ROP instructions before handing over the vehicle or final payment.
Who can use the service?
ROP publishes the service for citizens and residents.
For individual owners, the standard electronic route covers:
- private vehicles;
- commercial vehicles; and
- motorcycles.
For commercial establishments, the route covers commercial vehicles. The person acting for the establishment must be recorded as an authorized signatory in its commercial registration.
Conditions for online ownership transfer
The standard ROP route requires:
- a valid vehicle registration or licence;
- transfer of the insurance policy to the new owner through an approved insurer;
- successful technical inspection when the vehicle is in a category that requires inspection;
- no fine or restriction on the seller, buyer or vehicle that blocks electronic transfer;
- digital authentication by the seller;
- authentication by the buyer personally or through an authorized representative; and
- buyer payment within the permitted time.
Not every vehicle needs a new inspection. The official condition applies to vehicles that are subject to technical inspection.
What documents must be uploaded?
Gov.om states that no document upload is required for the standard service. This does not mean that identity, authority, insurance or vehicle eligibility is ignored: the system checks the parties’ records, digital authentication, vehicle registration, insurance and restrictions through the connected official route.
If the live service requests an additional step for a non-standard case, follow that instruction rather than relying on the standard no-upload rule.
Seller steps
The ROP procedure describes the seller’s role as follows:
- Open the official Vehicle Ownership Transfer Service.
- Choose the ownership-transfer request.
- Select the vehicle; an establishment user may enter the plate details as directed.
- Enter an active mobile number and the new owner’s information.
- Confirm the identity and transaction information.
- Create the ownership-transfer transaction.
- Sign it using the official digital-authentication method.
- Notify the buyer so the buyer can complete the transaction before it expires.
The seller should verify the buyer details and vehicle record before signing. Do not share an OTP, PIN, password or authentication session with a dealer or intermediary.
Buyer steps and the 24-hour deadline
The buyer should:
- Open the official service and view purchase transactions.
- Confirm that the seller, vehicle and plate information are correct.
- Review the transaction and any insurance, inspection, fine or restriction message.
- Sign the transaction personally or through an authorized representative where permitted.
- Pay the displayed official fee.
- Retain the electronic receipt and final confirmation.
- Obtain the new vehicle registration card, commonly called the mulkia, through the service-centre or self-service route identified by ROP.
The buyer has 24 hours from the time the seller creates the transaction to authenticate and pay. If that period expires, the transaction is cancelled and the seller must create it again.
Insurance, inspection and fines
Insurance
The insurance must be transferred to the buyer and issued through an insurer accepted for the ROP process. The ownership-transfer fee does not include the price of insurance.

Technical inspection
A vehicle that falls within an inspection-required category must pass the technical inspection. Do not interpret this as a rule that every vehicle needs a new inspection for every transfer.
Fines and restrictions
The seller, buyer and vehicle records must not contain a fine or restriction that prevents electronic transfer. If the service blocks the transaction, resolve the displayed issue through the appropriate official channel.

Vehicle ownership-transfer fees
The official pages reviewed on 25 September 2026 publish:

The OMR 13 and OMR 15 figures relate to routes that require a new plate; they are not the standard fee for a transfer with the existing plate.
These amounts do not include insurance, inspection, fines or other case-specific expenses. Recheck the live fee before payment.
When is the transfer complete?
Do not treat the transfer as complete merely because the seller created the transaction or the buyer received a notification. Confirm that the buyer has authenticated and paid, the ROP transaction is complete, and the updated registration record is available through the route identified by ROP.
The 24-hour rule is the buyer’s deadline to authenticate and pay after the seller creates the transaction; it is not an estimate of the total time needed to satisfy every prerequisite and obtain the updated registration card.
Before handing over the car or payment
- Confirm that the registered vehicle and plate match the sale.
- Confirm that the buyer information entered by the seller is correct.
- Complete the insurance transfer and any required inspection.
- Resolve blocking fines and restrictions.
- Let each party complete their own digital authentication.
- Keep the ROP confirmation, payment receipt and updated registration record.
- Confirm that the ROP ownership-transfer transaction is complete and that the updated registration record is available before treating the transfer as finished.
