Theqa Self-Service Portal in Oman: Registration, Activation and Account Help
Security and information disclaimer: This guide summarises the official Gov.om process as checked on 24 September 2026. Use only the official Theqa app, Self-Service Portal and published government support channels. OmanHub will never ask for your PIN, one-time password (OTP), ID-card image, QR code or face image. Do not send or show any of them to a person or third-party website. Service steps and device requirements can change, so confirm the live official instructions before proceeding.
The Theqa self-service portal supports Theqa digital identity account tasks in Oman. Initial registration and activation begin in the Theqa app. After registration, the identity is shown at Medium verification level; the Self-Service Portal is used when upgrading it to High for electronic-signature use. The official guide also provides an in-app route for resetting a forgotten PIN.
What Theqa self-service is used for
Theqa is Oman’s digital identity service. The official activation guide separates the journey into three practical tasks:
- initial registration and activation in the Theqa app;
- upgrading an identity from Medium to High through the Self-Service Portal when an electronic signature is needed; and
- resetting a forgotten PIN from the app’s security settings.
This page covers those Theqa identity and account-help tasks. It does not explain SIM-based PKI certificates; see the separate Mobile PKI and SIM guide in Oman for that topic.
Who can use the official activation route?
The official flow is written for an Omani citizen or resident with an identity card that the phone can read through NFC. The user also needs access to the mobile number and email address entered during registration and must complete face matching and OTP verification inside the official app.
Gov.om provides official download routes for iPhone, Android and Huawei devices. Use the store link reached from the government page rather than an app link sent in a message or advertisement.
Before you start
Prepare the following without sending any of it to OmanHub or another person:
- the identity card used for the account;
- an NFC-capable phone that can read the card;
- the email address and mobile number you control;
- a well-lit setting for the face-match step; and
- access to the official Theqa app.
The official source does not publish a universal minimum operating-system version or promise compatibility with every phone. If the store does not offer the app or NFC reading fails repeatedly, use the published Theqa support channel rather than installing an unofficial copy.
How initial Theqa registration and activation work
According to Gov.om, the official activation sequence starts in the Theqa app:
- Open the Theqa app and choose registration by phone.
- The app reads the identity card from the back of the phone using NFC.
- The registration flow records an email address and mobile number.
- The app matches the user’s face with the photograph held in the Civil Status system.
- The official flow sends a one-time password for verification.
- The user creates a PIN inside the official app.
After registration, the app displays the identity at Medium verification level.
What is not confirmed in the reviewed source
The reviewed official guide does not confirm compatibility with every phone, a minimum operating-system version, a standard activation time, availability from outside Oman or the complete rules for account recovery. Check the current official service screen rather than relying on assumptions about these points.
How to upgrade from Medium to High
Gov.om states that High verification is required to use the electronic-signature function. The documented upgrade sequence is:
- Sign in to the Theqa app and select Upgrade Identity.
- Open the Self-Service Portal.
- Select Resident/Citizen.
- Go to the option for managing the Mobile ID.
- Select the device using its serial number.
- Use the Theqa app to scan the QR code shown by the official portal.
- Complete the face-confirmation step in the official flow.
- Complete the one-time-password verification in the official flow.
Keep every part of this process within the official app and portal. A support agent, website or message that asks you to send account-verification material should not be trusted merely because it uses Theqa branding.
Medium versus High verification
- Medium: the level displayed after the documented initial registration process.
- High: the level obtained through the Self-Service Portal and required by the official guide for electronic-signature use.
The source reviewed for this article does not give a standard processing time for the upgrade.
Device management in the portal flow
The documented upgrade route includes Manage Mobile ID and selection of the device by its serial number. This is why the Self-Service Portal belongs in the High-level upgrade and device-management part of the journey—not in the initial app registration or forgotten-PIN steps.
Select only the device associated with your own account. Scan the portal QR code from inside the official Theqa app and do not send a screenshot of that QR code to another person.
How to reset a forgotten Theqa PIN
The official in-app route is:
Settings & Security → Change PIN → Reset PIN
Follow that route only inside the official Theqa app. Do not disclose the old or new PIN to OmanHub, a support contact, another person or an unofficial form.
Official support for Theqa account help
Gov.om lists these support channels for Theqa:
- Phone: 80077777
- Email: Theqa@mtcit.gov.om
- Email: pkisupport@mtcit.gov.om
When seeking help, describe the issue without sending a PIN, OTP, identity-card image, QR code or face image. Follow any identity-verification process only inside an official government channel.
Common activation and upgrade problems
The phone does not read the identity card
Confirm that NFC is available and enabled, remove anything that blocks the phone’s NFC area, and place the card against the back of the phone as directed by the app. If the official app still cannot read it, contact Theqa support; do not photograph the card for a third party.
Face matching does not complete
Retry in clear, even lighting and follow the framing prompts in the official app. The match is made against the photograph in the Civil Status system. Do not send a face image to a person claiming to perform the check manually.
The OTP does not arrive
Check that the mobile number entered in the official flow is correct and that the phone can receive messages. Do not request or share an OTP through chat. If repeated attempts fail, use the official support contacts.
The account remains at Medium
Medium is the expected level after initial registration. If you need electronic-signature access, complete the separate Medium-to-High portal process; repeating app registration is not the documented upgrade route.
The portal does not show the expected device
Return to the app and confirm which account and device are active. Because the official flow selects a device by serial number, do not choose an unfamiliar device. Contact official support if the correct one is absent.
How Theqa differs from Mobile PKI
Theqa is a digital-identity service with verification levels and account-management functions. Mobile PKI is a separate SIM-based certificate service with a different activation process. See the Mobile PKI and SIM guide when that is the service you need.
Frequently asked questions
Do I need NFC for initial Theqa activation?
The official Gov.om activation sequence says the identity card is read from the back of the phone using NFC. The reviewed source does not provide a full device-compatibility list or minimum operating-system version.
What is the difference between Medium and High in Theqa?
Medium is displayed after the documented initial registration. Gov.om says users who need the electronic-signature function must upgrade through the Self-Service Portal to High.
When do I use the Theqa Self-Service Portal?
The official guide uses the Self-Service Portal for upgrading the identity from Medium to High. Initial registration begins in the Theqa app.
What should I do if I forget my Theqa PIN?
In the official app, follow Settings & Security → Change PIN → Reset PIN. Never share account-verification material with another person or unofficial service.
Can OmanHub activate or upgrade my Theqa account?
No. OmanHub provides information only and does not collect or process identity or account-verification data. Complete registration, activation, upgrades and PIN resets only through the official Theqa service.
