How to Activate Theqa Digital Identity in Oman
Theqa is Oman’s mobile digital identity for proving who you are when a participating government or private service asks you to authenticate. For most citizens and residents, activation starts in the official Theqa app: the phone reads a valid Civil ID or Resident Card through NFC, the service matches the user’s face with the Civil Status record, an OTP confirms the mobile number, and the user creates a private Theqa PIN. Standard registration produces a Medium verification level. High verification is a separate upgrade required for electronic signing.
How do you activate Theqa digital identity in Oman?
Install Theqa only from an official app-store link published by Gov.om. Use an NFC-capable smartphone and a valid Omani Civil ID or Resident Card. In the app, choose registration through the mobile phone, scan the card, hold it against the phone’s NFC reading area, enter the requested email address and mobile number, accept the terms, and complete the live face match. Enter the OTP sent to the registered mobile number, create a Theqa PIN, and optionally enable fingerprint or Face ID for convenient access. Check the side menu: ordinary app registration should show Medium verification. Upgrade to High through the official Self-Service Portal only if you need an electronic-signature function supported by the receiving service.
Never approve a Theqa request initiated by someone else
Keep your OTP, Theqa PIN, Civil ID PIN, passwords, QR authentication request, biometrics, bank PIN and card CVV private. A genuine support agent should not ask you to disclose them or take remote control of your phone. Download the app only through the official links referenced by Gov.om, check the service-provider name before approving a request, and reject any unexpected authentication or signing prompt.
What is Theqa Digital Identity?
Theqa is a secure digital identity delivered through a mobile application within Oman’s official digital-trust infrastructure. It lets a supported service verify the user’s identity without creating a separate username and password for every portal. At Medium verification, the current official guide describes obtaining the digital identity and using it to sign in to a service provider. After a separate upgrade to High, the official guide enables electronic-signature requests.
Authentication proves who approves a login; electronic signing is deliberate approval of a document or transaction and requires the appropriate level and a supporting service. Theqa neither makes every government service fully digital nor universally replaces the physical identity card.

Who can use Theqa?
The official Digital Trust Services page states that Theqa is available to citizens and residents of Oman. The main app-registration guide is written for a person whose valid Civil ID or Resident Card can be read by the phone and matched with the Civil Status database. If a resident’s card has expired, complete the Oman Resident Card renewal before assuming activation will work.
The Self-Service Portal displays a separate “Non Resident/Investor” option, while the Digital Trust Services page describes certification for a foreign investor without an Omani residence card. These users should follow that live route rather than the resident flow. Theqa does not grant residence: people moving for work should first understand the Oman Work Visa process, and family members can use the Oman Family Joining Visa guide.
What you need before activation
Confirmed requirements in the current official guide
- A valid Omani Civil ID or Resident Card for the citizen/resident registration path.
- A smartphone that supports NFC, with NFC switched on.
- The official Theqa application downloaded from Apple App Store, Google Play or Huawei AppGallery through the links published by Gov.om.
- An email address and mobile number entered during registration.
- Access to the mobile number to receive the one-time password.
- A working camera and the ability to complete facial matching against the Civil Status photograph.
- A private PIN created during activation.
No reviewed official guide publishes a universal minimum OS version, mobile-subscription ownership rule or activation time. Check the official store listing for compatibility. If NFC is absent from settings, the phone may lack it.

How to activate Theqa step by step
- Open the official download page. Start from the current Gov.om Theqa activation guide and follow its Apple App Store, Google Play or Huawei AppGallery link. Avoid APK files and sponsored lookalike pages.
- Launch the app. Tap “Get Started”, review the introductory screens and continue.
- Choose mobile registration. Select “Registration Through your Mobile Phone” and start registration.
- Scan the card. Choose “Scan the Card”. The app will ask to read the Civil ID or Resident Card.
- Use NFC. Place the card against the back of the phone and hold it steady over the NFC antenna until the data is read. The antenna position differs between phones.
- Enter contact information. Provide the email address and mobile number requested by the app.
- Review the terms. Read and accept the official terms and conditions before continuing.
- Complete facial verification. Follow the camera instructions. The service compares the live face with the photograph held in the Civil Status system.
- Enter the OTP. When the face match succeeds, enter the one-time password sent to the mobile number.
- Create the Theqa PIN. Choose a private PIN inside the app. This is not the same thing as a bank PIN or card CVV.
- Choose optional biometrics. The app may offer fingerprint or Face ID for later sign-in. This is an optional device convenience; protect the underlying PIN.
- Confirm the level. Open the side menu and verify that the newly registered identity shows Medium.
NFC and card scanning
NFC is short-range wireless communication. Enable it, move the card slowly across the upper or central back of the phone, and hold it still when detection begins; antenna position varies. If reading fails, confirm card validity, remove other contactless cards and any thick or metallic case, then retry. A phone without NFC cannot complete this route, so use a compatible personal device or ask official support.
Face verification and OTP
The app matches the live face with the Civil Status photograph. Use a clean lens, even light and an unobstructed face. After repeated failure, contact support rather than bypassing the check. Gov.om says OTP follows a successful match. Never forward it or enter it through a message link. If it does not arrive, check the number, network and SMS filtering, then retry in the app or contact support; no delivery time is guaranteed.
Creating and protecting your PIN
Theqa asks the user to create a PIN after the OTP step. Enter it only in the genuine app or an authorised authentication flow. Do not use an easily guessed sequence, store it in a screenshot or share it with a family member, employer, broker or “support” caller. Biometric sign-in can reduce routine typing, but anyone who gains control of the unlocked phone may still create risk.
For a forgotten PIN, Gov.om gives a specific current path: open the app, choose “Settings & Security” from the side menu, tap “Change PIN”, then choose “Reset PIN” and follow the instructions. Follow the recovery prompts shown to the identity owner. The reviewed Theqa guide does not support inventing an email-only reset or asking another person to receive the OTP.

Medium is not a failed or incomplete status. It is the verification level shown after normal registration and is sufficient for authentication to a supported service. High is not automatically necessary for every government login. Upgrade when an electronic-signature task or the receiving service specifically requires it.
How to upgrade Theqa to High verification
- Open Theqa and sign in with the PIN, fingerprint or Face ID.
- From the side menu, choose “Upgrade Identity”.
- Open the official Theqa Self-Service Portal and choose “I am a Resident / Citizen”.
- Sign in by a supported method and select “Manage Mobile ID”.
- Select “Upgrade Mobile ID”, identify the correct device by its serial number, then continue and confirm.
- Use the Theqa app to scan the QR code displayed by the portal. Do not photograph or share this QR code.
- Follow the app instructions, continue and complete the new facial verification.
- Enter the OTP sent to the registered mobile number, read and accept the terms, and continue.
- Open the app’s side menu and confirm that the level now displays High.
Use the correct device record
The official upgrade flow asks you to select the device by serial number. If more than one record appears, verify the active phone rather than guessing. If an old or lost device is still associated and the correct action is unclear, stop and use the portal’s management functions or official support.
Electronic signature is not the same as signing in
A Medium identity can authenticate the user to a compatible service. The current Gov.om guide says High verification is required to use the digital identity for e-signature. A signing request should identify the service and the action being approved. Read the document or transaction before entering the PIN, and never approve a signing request sent by an unknown person.
This guide does not advise whether an electronic signature is legally sufficient for a particular employment agreement, property transaction, private contract or court matter. The receiving authority and applicable law determine what is accepted. Theqa provides the identity and signature mechanism only where the service has integrated it.
How to use Theqa with Gov.om and other services
The current official sign-in guide describes QR-code and push-notification authentication. For QR sign-in, open “Authenticate & Sign” in Theqa, choose “Scan QR”, scan the code displayed by the service, review the provider request, agree to share the stated identity information, and tap Authenticate. Match the number shown in the app with the number on the portal, enter the Theqa PIN, and give the portal consent to use the requested information.
For a push flow, the portal may ask for the Civil ID number, send a request to the app, display a choice of numbers and require the matching number and PIN. Always compare the provider and number on both screens. The official Gov.om sign-in page also lists identity-card login as an alternative. Availability depends on the service: Theqa login does not guarantee that every step, attachment, fee, signature or collection stage is online.
Forgotten PIN, phone changes and identity management
Use the in-app Settings & Security → Change PIN → Reset PIN route for a forgotten Theqa PIN. For upgrading and managing the Mobile ID, use the official Self-Service Portal. The current activation guide identifies the portal as the place where users manage the digital identity and select the registered device.
The public guide does not publish one universal sequence for moving an identity, removing every old device, blocking/unblocking or permanent cancellation. For a lost phone, use the Self-Service Portal from a trusted device and only the action shown for your record; otherwise contact support. Do not apply older SIM-PKI cancellation instructions to the newer Theqa app.

Common mistakes
- Downloading a similarly named app or APK instead of following Gov.om’s official store links.
- Trying to scan an expired, damaged or unrelated Civil ID or Resident Card.
- Assuming every phone includes NFC or that the antenna is in the same place.
- Moving the card before the NFC read finishes.
- Entering the wrong mobile number or exposing the OTP to another person.
- Calling Medium a failed status or upgrading to High when only login is needed.
- Scanning a QR code sent in a message instead of one displayed by the intended service.
- Approving an authentication request without checking the service provider and matching number.
- Assuming Theqa replaces the physical identity card or works with every government transaction.
Security and scam warning
Use only the official Gov.om links, Theqa app stores, Self-Service Portal and authorised service-provider login. Never share an OTP, Theqa PIN, Civil ID PIN, password, bank PIN or card CVV. Never let another person control biometric approval or ask you to scan a QR authentication request. Reject unexpected prompts, fake “identity verified” screenshots, unofficial APK downloads, lookalike Gov.om pages and remote-access requests. If a phone is lost or an unknown request appears, use the official portal/support channels promptly.

Before contacting support, record the exact error message and the step at which it occurred, but do not email an OTP, PIN, password, bank information or a full unredacted identity-card image. Is Theqa available to residents?
Yes. The official Digital Trust Services page says it is available to citizens and residents. The citizen/resident registration route relies on a valid Civil ID or Resident Card and successful official verification.
Does every user start at High verification?
No. The current activation guide says standard registration results in Medium verification. High requires a separate Self-Service Portal upgrade.
Do I need High verification just to sign in?
Not generally. Medium is the published level for obtaining the digital identity and authenticating to compatible providers. High is required for e-signature.
Can I activate Theqa without NFC?
The current citizen/resident mobile-registration guide requires the card to be read through NFC. It does not publish a universal non-NFC app workaround.
Is Theqa free?
The reviewed current activation guide does not publish an activation charge. This article therefore does not label the service universally free or invent a fee. Check the live official channel for any applicant- or service-specific amount.
Can a non-resident investor use the same steps?
Do not assume so. The Self-Service Portal offers a separate Non Resident/Investor route, and official digital-trust guidance describes separate foreign-investor certification. Follow that route’s live requirements.
What if I change or lose my phone?
Use the official Self-Service Portal to manage the Mobile ID and contact Theqa support if the device action is unclear. Do not rely on an old SIM-PKI cancellation guide for the newer app identity.
