Document attestation in Oman is handled by the Ministry of Foreign Affairs (MOFA), but applications are submitted through Oman Post. MOFA says it no longer accepts attestation applications at the Consular Department or its former attestation offices. Omani and non-Omani individuals, companies and institutions, and their agents or representatives should use the Oman Post online service or a selected branch.
Attestation supports verification of a document’s authenticity. It does not, by itself, grant a visa, professional licence, university place or approval from the authority that requested the document.
What MOFA and Oman Post each do
The two organisations have different roles:
- MOFA is the government authority responsible for attestation.
- Oman Post provides the application channel and document-handling services in coordination with MOFA.
Oman Post describes online applications, selected branches, home pickup, dropboxes, courier delivery, SMS updates and embassy or consulate follow-up among its service options. The options available and their charges can vary by application.
How to apply online
The official Gov.om guide describes this process:
- Complete the online application form.
- Enter the Capture Address PIN requested by the service.
- Select the document type, such as educational, personal or commercial.
- Upload scans of both sides of the document.
- Wait for the fee to be calculated and for the payment link to arrive by email.
- Pay through the official link and keep the reference number.
- Select the preferred collection branch where the service offers that option.
- Oman Post coordinates the attestation with MOFA.
- The attested document is sent by express post to the registered address under the published online route.
Follow the live form if its wording or available options differ. Service forms can change, and not every applicant will use the same pickup or delivery arrangement.
Applying through a selected branch
Applicants may also use selected Oman Post branches. The MOFA page checked on 25 September 2026 listed:
- Airport Heights and Al Qurum in Muscat
- Sur
- Sohar
- Nizwa
- Central Salalah
- Al Buraimi
- Khasab
- Madha
Check the current official list before travelling. A branch visit does not remove the need to satisfy any document-specific or country-specific prerequisite.
Which documents can be submitted?
The online process includes educational, personal and commercial document categories. The exact category matters because MOFA’s published fees differ by document type and, for some documents, by whether the item is an original or a copy.
Before applying, confirm three points with the authority that will receive the document:
- the exact document it requires;
- whether it needs an original, copy or translation; and
- whether another authentication must be completed before MOFA attestation.
The required sequence can depend on the country of issue, the document and the receiving authority. Do not assume that one embassy, ministry or translation sequence applies to every case.
For an Oman-issued document that will be used abroad, first ask the receiving authority whether the issuing body, an education authority, a chamber, a certified translator or another official entity must act before MOFA attestation. For a foreign-issued document, confirm the current requirements of the issuing country, the relevant Omani mission and the final recipient. Also check whether the country is covered by the current international electronic-attestation service.
Educational and employment documents
MOFA’s current table includes a study certificate and an experience or employment certificate. The published fee example is OMR 10 for each of these categories. This does not mean every degree, transcript or employment record has the same preparation requirements. Ask the receiving employer, university, school or licensing body which document it accepts. Personal and family documents
The current table includes categories such as marriage contracts and divorce certificates. Select the precise category shown in the live service rather than treating all family or civil documents as interchangeable. Foreign civil documents may also be used in a family-joining visa or resident-card renewal process, but each receiving service has its own eligibility and document rules.
Commercial documents
Commercial papers are divided into separate categories. The current MOFA table includes trade agencies, trade contracts, certificates of origin and trade invoices. A company’s representative should confirm the exact document classification and whether the original or a copy is required before payment.

The MOFA fee table reviewed on 25 September 2026 included the following examples:

These are category-specific MOFA fees, not a universal total. Oman Post administration, home pickup, courier delivery, translation, embassy or consulate work, prior authentication and other optional services may cost extra.
Oman Post states that an administration fee has applied to some individual commercial and social document applications since 18 February 2024. The reviewed public page does not establish one fixed administration fee for every case.
How long does document attestation take?
The current MOFA page does not publish one guaranteed processing time for every document, country and delivery route. The total time may depend on prior authentication, the document review, any embassy or consulate step, payment, collection and return delivery.
Keep the reference number and use the official SMS or tracking updates. Avoid relying on a general processing-time claim unless it appears in the current service information for your route.
Before you submit
Use this checklist:
- Confirm the document and attestation sequence with the final receiving authority.
- Choose the exact personal, educational or commercial category.
- Check whether the service asks for the original or a copy.
- Scan both sides clearly when the online form requests them.
- Check that names, dates and document numbers are consistent.
- Review the calculated fee before paying.
- Keep the payment receipt and reference number.
- Check whether pickup, delivery or another service carries a separate charge.
Use only official MOFA, Oman Post or Gov.om pages. Do not send an original document, identity image or payment information to an unofficial contact. Never share an OTP, bank PIN or card security code with someone offering to speed up an application.
Frequently asked questions
Can I submit an attestation request directly to MOFA?
No. MOFA says applications are provided through Oman Post, either online or through selected branches, rather than at the ministry’s former direct attestation offices.
What is the difference between MOFA and Oman Post?
MOFA is the attestation authority. Oman Post receives applications and handles the document and delivery process in coordination with MOFA.
Can Omanis and non-Omanis use the service?
Yes. The official information says the Oman Post route is available to Omanis and non-Omanis. Companies and institutions, and their agents or representatives, also use this channel.
Are pickup and delivery included in the MOFA fee?
Do not assume they are included. Oman Post administration, pickup, courier delivery and other services may be charged separately.
Is there one fixed fee for every document?
No. MOFA publishes fees by document category, and some entries distinguish between originals and copies or use a value band.
How long will attestation take?
There is no single guaranteed time in the current MOFA information for all documents and countries. Track the application and allow for any prior authentication and delivery steps.
Does attestation guarantee that my document will be accepted?
No. The receiving authority still applies its own eligibility, translation and document rules.
