Royal Oman Police currently lists OMR 2 for the first birth-certificate issuance and OMR 1 for an additional copy. An Omani birth abroad follows different deadlines: report within three months to the Omani mission when the stay abroad is more than one month, or within fifteen days after returning to Oman when the stay abroad is less than one month.

Who can register a birth through this service?

ROP and Gov.om describe the service for Omanis born inside or outside Oman and foreigners residing in Oman whose child is born in Oman. The public pages do not clearly place a foreign visitor or non-resident family into the resident-expatriate route. Birth registration, certificate, passport and residence are separate

The hospital or health institution records the medical event and sends the notification used by Civil Status. The family then registers the event with ROP and receives the official birth certificate. A passport is a separate travel document, and a foreign child’s Oman visa or residence status is another immigration process.

A birth certificate records the child’s birth and family details in the official system. It does not by itself grant Omani nationality, issue a passport, create a residence permit or complete a family-joining application. Families should plan each later step with the competent authority instead of assuming one document completes the whole newborn file.

Deadline for a birth inside Oman

ROP states that a birth occurring in the Sultanate must be reported within two weeks from the date of birth. This applies to the birth-event reporting period described by the service, not a promise that every connected process will finish in the same period. Confirm the hospital notification promptly and prepare the original documents without waiting until the end of the second week.

If the normal period has already passed, do not invent a date, submit a duplicate notification or pay an unofficial agent. The reviewed ROP pages do not publish a standard late fee or universal court procedure. Contact ROP Civil Status through an official channel for the late-registration steps applicable to the case.

Omani child born outside Oman

ROP distinguishes two situations. If the family’s stay abroad is more than one month, the birth must be reported within three months from the date of birth to the Omani mission in the country where it occurred. If the stay abroad is less than one month, the birth must be reported within fifteen days from arrival back in Oman.

For registration in the Civil Register, the current Arabic ROP guidance requires the original foreign birth certificate and says it must be attested by the competent authorities. The precise authentication chain depends on the issuing country and receiving procedure, so confirm it with the mission and the authority handling the record. Do not replace this with a generic embassy sequence copied from another country.

The Foreign Ministry says Omani missions register newborn babies born abroad to Omani parents and facilitate travel documents after the requirements in the country of birth have been fulfilled. Mission capability and local requirements can differ. Contact the relevant mission before travel and do not assume every step can be completed in exactly the same way at every embassy.

Foreign resident child born in Oman

A foreign resident family uses the ROP Civil Status birth-registration service after the health institution has notified the birth. The family should prepare the parents’ original identity documents applicable to them, such as passports and Residence Cards, plus the birth notification and marriage certificate where the civil system does not already show the family link.

After receiving the Oman birth certificate, contact the embassy or competent authority of the child’s nationality for the passport. Then confirm the child’s separate Oman visa or residence route. The requirements depend on nationality and immigration circumstances; this article does not invent a universal embassy checklist or newborn-residency deadline.

Electronic birth notification and the Ajyal system

The ROP Arabic page asks for the electronic birth notification issued by the health institution, whether it is transmitted through the network or provided in paper form. The Ministry of Health describes Ajyal as the central birth-and-death registry system that operates in collaboration with ROP Civil Status. It is infrastructure used by health institutions and the authorities; parents should not try to create their own notification.

The notification and certificate have different roles. The health institution’s notification supplies the civil-status process with the birth event. ROP registers the event and issues the legal birth certificate after the required procedure is completed. If the hospital record appears incomplete or has not reached Civil Status, ask the health institution and ROP how the specific notification should be followed up.

The Arabic ROP service page currently provides the clearest public list. It identifies the health-institution notification, original identity evidence for both parents, and the original marriage certificate when no family linkage exists in the civil system. A foreign-issued marriage certificate should be attested by the competent authorities when that conditional requirement applies.

Marriage certificate and the family link

Do not treat an attested marriage certificate as universal for every family. ROP’s wording is conditional: when there is no family linkage, present the original marriage certificate. If that certificate was issued outside Oman, observe the required attestation by competent authorities.

Who must attend?

The English ROP page says the informant must appear in person. The more detailed Arabic page states that the father attends personally, or the legally responsible person may attend when the father is unavailable, bringing the appropriate personal documents. This guide does not create additional guardianship rules or claim that a mother can never complete a procedure. Gov.om currently shows fifteen minutes and OMR 13 for a combined bundle step covering a birth certificate and child passport. That figure must not be presented as the birth-certificate fee. ROP’s standalone first-issuance fee remains OMR 2.

Historical ROP service material has described issuance as immediate when requirements are complete, while the Gov.om bundle gives a broader indicative time. Neither should be turned into a guarantee. Health notification, Civil Status review, certificate issuance, passport and residence follow-up can occur on different timelines.

Naming condition for an Omani newborn

ROP currently states that an Omani newborn’s given name should match Omani culture and traditions. The condition is published for the Omani newborn category. It should not be generalised to expatriate children, and this guide does not create lists of approved or prohibited names.

Passport and residence follow-up

For an Omani child, passport issuance is a separate ROP service. For a foreign child, the nationality-country embassy or competent authority usually handles the passport. Confirm its current document and photograph rules directly; do not rely on another nationality’s checklist.

Foreign parents must also address the child’s Oman immigration status separately. A birth certificate may support the family relationship, but it does not itself create a visa, Residence Card or permission to remain. ROP currently lists OMR 1 for an additional copy. Gov.om separately describes a lost-or-damaged replacement service through the nearest Directorate General of Passports and Civil Status. Its public page reviewed on 31 August 2026 does not list a fee, document checklist or a universal damaged-original requirement, so confirm those details before visiting.

If the Civil Register itself contains an error in a name, date or parent detail, requesting another copy may reproduce the same error. Gov.om lists civil-status record modification/correction services, but the public material reviewed does not establish one universal correction package for every birth-record issue.
